Another reason for the establishment of BISE Boards by the government in each region and district of Pakistan is to establish a standardised testing or examination system that ensures that every Pakistani student, whether studying in a city or a rural area, has equal chances and ability to obtain higher education opportunities. Because of the homogeneity of the educational system, all graduates will be able to find work based on their educational merit, regardless of their financial status, caste, or sect.
The establishment of these boards not only ensures an unified education system, but also serves as a mechanism for the government to maintain educational standards in the country. Through these boards, the government can also oversee and alter the substance of syllabuses taught throughout Pakistan.
Above all, school infrastructure and renovations, especially in rural regions, can be monitored for future changes. The board is also in charge of determining the design and difficulty level of papers for annual examinations.

These papers follow the same format as those used by all other Pakistani educational boards. The board is also responsible for announcing results at the same time as the other boards. The results are transparent, and the paper-checking requirements are consistent across all BISE boards.
