The North West Frontier Province Board of Intermediate and Secondary Education Act 1990 established the Board of Intermediate and Secondary Education, Abbottabad (BISE Abbottabad) when it split from the Peshawar Board in 1990.
BISE Abbotabad is a self-governing body with legislative authority to develop, reform, renew, manage, and regulate the administrative and financial affairs of its affiliated secondary and intermediate educational establishments.
BISE Abbotabad has jurisdiction over five districts: Haripur, Abbottabad, Mansehra, Battagram, and Kohistan. The board has a population of 3.47 million people and an area of 17,194 square kilometres. BISE Abbotabad is in charge of conducting exams, registering enrolled students from affiliated institutes, and ensuring that all needed facilities are in place in its affiliated institutes.
It is divided into three sections: matriculation results and examinations (Conduct 1), intermediate results and examinations (Conduct 2), and final results and examinations (Conduct 3). The printing of examination papers is dealt with in the third section.

There are many private schools in the vicinity, and BISE Abbottabad mandates the enrolment of all 9th and 10th grade students in these institutions.
The Board must ensure that these obligations are met: formulating the conditions for admission to its Examinations, concluding candidates’ qualifications and admitting them to such Examinations, Courses of study should be detailed for its examinations.

To define the conditions for institution validation, Approve, deny, or cancel recognition, in whole or in part. Examining institutions and arranging for the examination of recognised institutions, as well as requesting inspection reports for such institutions, Scholarships, medals, and awards must be instituted and awarded in the prescribed manner. The intermediate and matriculation examination sections keep the papers in strict confidence. The papers are sealed in coded boxes that are only opened at the examination centre on the specified exam day.
